Question: For a basic home computer user who watches streaming video with Windows Vista on Windows Media Player or Real Player, is Silverlight a high quality player that I have the option of using? It appears as though Silverlight is currently installed on my machine. Thanks.

Silverlight is not an end-user product. A web site that serves media that you want would have to build a Silverlight Experience for you to use it. An example of such a web site is Netflix which uses Silverlight for instant viewing.
